A strategically important case for mobile positioning is in the sphere of safety and security. Traditionally these applications provide tools for locating and tracking emergency callers and Lawful Interception activities. Although Positium Data Mediator has those functions (providing there is a legal entitlement to do so), the safety and security application concentrates more on analyses of location and the flows of masses of people. The real-time situation manager provides information about number of people concentrated in a specific region. This data can be used to assess the number of people influenced by some emergency situation (massive power-outage, earthquake, forest fires etc). This can also be used to estimate numbers attending a sporting event or people gathered during riots or protests (Figure 3). The system can provide historical information about the number of people present in a short (24 hours) or long (3 months) timeframe. The prediction system can estimate the number of people in the area in the near future based on historical data. This can be important for learning how many people will return home to some part of the city by the evening.
This population data can be integrated into existing emergency situation systems such as APIâs (e.g. E112, E911) or developed as a separate âVirtual Situation Roomâ type of system. Main users of the system are Ministry of Internal Affairs, Rescue and Security services, local municipalities.
